Abstract

The aim of the research was to identify the barriers to organizational learning within the governmental institutions operating in Tartous governorate, and to determine the most dominant and influential barriers in not implementing the organizational learning process in the institutions under study, this was done by the researcher relying on the descriptive approach and using the questionnaire as a study tool, it was distributed to a random sample of workers of 384 individuals.

Regarding the results of descriptive statics, the research concluded that the institutions under study have obstacles that hinder the application of organizational learning according to the following order: administrative learning barriers, where their relative importance reached 70.2% then social learning barriers, with a relative importance of 67.4%, then individual learning barriers with a relative importance of 67.2%, accordingly the administrative learning barriers  were among the most important factors that hinder the application of organizational learning within the governmental institutions under study.

As a result of the hypothesis testing, it was found that there were statistically significant differences between the average answers of the sample members regarding the to organizational learning barriers in government institutions in Tartous governorate and the average neutrality of 3, the arithmetic mean for the presence of   to organizational learning within the institutions under study was 3.41 with a standard deviation of 0.48.
