The research aimed to determine the level of administrative empowerment and its dimensions (Delegation of Authority, Training, Work Teams, Effective Communication, Motivation) among the administrative staff in the Directorate of Education in Tartous Governorate, from their perspective.
The research adopted the descriptive approach. The research population included all administrative employees in the Tartous Directorate of Education, totaling (732) male and female employees. The research sample was a simple random sample of (252) male and female employees. The researcher distributed the questionnaire to them, and (239) complete and valid questionnaires were returned for statistical analysis, with a response rate of (94.84%).
The research results showed that the overall level of administrative empowerment in the Tartous Directorate of Education was moderate, with a clear variation in the application of the sub-dimensions. The dimensions of Work Teams and Effective Communication ranked first with a high degree, confirming the strength of the behavioral and participatory aspects, despite the need to enhance the autonomy of the teams and update technological communication channels. In contrast, the dimensions of Motivation, Delegation of Authority, and Training came with a moderate degree, revealing a structural weakness characterized by the inadequacy of formally delegated powers, a weakness in the system of official rewards and financial incentives, and an inadequate alignment of training programs with the actual needs of the employees. This variation indicates that behavioral and moral empowerment precedes structural and formal empowerment within the Directorate.
